Through an intersectional critique, it argues that aesthetic freedom and the capacity to challenge norms are not universal prerogatives but privileges unequally distributed along lines of class, gender, race, sexuality, and embodiment. The legal ambiguity surrounding who qualifies as a "visual artist," the lack of effective public policies, and an education system stuck in the past hinder the consolidation of a solid artistic context. While Europe advances in the integration of art, science, and technology with a socially committed approach, Spain faces a structural disconnect that prevents genuine development. Although there are efforts and good intentions, they are limited by bureaucracy that dilutes the transformative potential of art. It is urgent to move towards cultural policies that promote art as a driver of social and critical change, and not merely as superficial entertainment.]]></description>
